How it works:
1. For IDOs that are not 100% filled from the stakers round, each launchpad will host a second partner round before a public round if necessary.
2. In the partner round on Samurai, whitelisted members of the DAOlaunch community will be eligible to participate in unfilled Samurai IDOs.
3. In the partner round on DAOlaunch, whitelisted members of the Samurai community will be eligible to participate in unfilled IDOs.
